Need help with MS DOS 3.1

I got an old Panisonic CF-25, it has had En Case ran on the internal drive which leaves the drive unformatted, floppy disk drive is all I have to restore, can't get FDISK.EXE to run to format the drive I have a PCI card CD-RW drive can't get it drive to install to boot from CDROM, tryed 95 boot disk, 98 & 98 SE boot disk, same deal this unit has a enterchangerable FD to CD-Rom I don't have the CD-ROM got to install from floppy disk, is there a free verision on DOS 3.1 freeware or a procedure to install FDISk.EXE to format to Fat 16.

I got Vista Prem. I just don't
have a interface to connect to the Docking port on the bottom of the CF-25, see pic.

You should be able to use the DOS 5.0 disk or even the 6.22 disk to do what you need.

I've run Linux on older machines than that. So why not get a real OS instead?

DOS 3.1 is oldschool, can't you at least use DOS 6? I don't even think DOS 3 is compatible with Windows 95, maybe not even Windows 3.1.

See it the condition the En Case leaves the hard drive, I can't confirm but I think it breaks the drive down to as many partitions as it can then leaves the drive in that condition, first I must find a way to fun FDISK or a formatting program from a floppy disk, if I could find a MS DOS 3.1 or Win 95 system restore via floppy disk, or find a place to buy the connector to adapt to my USB interface then I could reformat from the docking port on the bottom, bee no boot disk will set up on an unformatted drive, do you know a site to buy an adapter for this docking port ?
