My company hacked vncviewer using Xv to allow the viewer to scale the remote screen to the local screen dimensions. Now that we're shipping systems with the GeForce 8 (8600 GT to be exact) we come to this rude awakening that Xv doesn't have any RGB ports!

I proposed to my boss that we use OpenGL, since it has cured every single other graphics headache we've had so far. My boss asks that I find out what other people who used Xv RGB are using.

Are there any people who use Xv RGB? I have seen no sign of any. If so, what do those people use nowadays?

Why hack vncviewer? If you're on Windows then there are multiple viewers that can do scaling, and it looks like on Linux (is that the Xv you're referring to?) xrfbviewer can too.
