GIGABYTE motherboard.
q6600 B3 @ 2.40 ghz
zalman cooler

If I overclock to 2.60 ghz and cpu voltage to 1.2 would that be ok?

It's fine.

I have a G0 stepping at 2.64ghz with Zalman 9700 average 45c. Don't go above 60c though. 60c max for comfortable operation. max is probably like 75-80c but I'd rather not go that high.

Yes I know several people with B3's that push to 3.0 wiht a little voltage and stay within temp ranges.

shoot for 3.0 thats where you will see some speed ups.

It was fine for my G0 stepping, and going to 3.2GHz only required an increase to 1.3V - however, I've seen others, also with G0, which required already more Volts with either.
Also, the earlier B3 stepping mostly runs somewhat hotter and less efficient, so you *might* need more just because of that alone.
I'd say, try it out for yourself. Run Prime95 w/ small ffts for some time (2h min.) and see if it's stable for yourself. Temps shouldn't go over 60C, so take care.
