why is 3dmark 06 shows a fake cpu frequency?

At 3.2, 3dmark shows 3.6, and at 3.6 it shows 4.1...
Why is it faking?

Any ideas?

I think it belives you are using the default CPU multiplier ie if you select 7x rather then the stock 9x
