It is DirectX 9.0a. If you meant the difference between DirectX 9.0, I think it's primarily bug fixes. If you're not having problems with 9.0 you probably don't need to update.

Nothing, except is is in a format (redistributable) so you can stick it on a disk or drive and install it anytime/place you like.

Side note: Game developers usually stick this on the game CD to allow manual installation if the user likes, however many developers stick a silent install, that updates directX to latest version automatically and without warning except to reboot after install if necessary.
