Except in exremely rare circumstances, updates contain new version DLLs, not replacements for old ones. Applications must link to the new versions to make use of them. Applications by MS standard must ship with the version they use and silently install / update.

The bottom line is that updated DX runtimes are of no use to people unless they are installing a fresh version of Windows and want the latest DirectX without having to install several applications which use different versions. Even that is not adequate since really old DX components are no longer in the runtimes, so you might need to install that ancient game to get those ancient DLLs (We're talking DirectX v3-5 here.)

The runtimes are really for developers to add to their applications AND for end users who need them because they were not shipped with an application. For example, someone might distribute a simple .EXE file to launch Crysis benchmarks. They don't want to add .Net or DX runtimes which could add 2-50mb to their otherwise 500k file.

Edit: I mean't to add... There is absolutely no harm in installing newer or older versions of the runtimes, so go ahead, knock yourselves out. Just don't expect anything to improve.

Ok calm down guys, at the moment I posted that the file WAS the web-based installer, it WASN'T the Redistributable version.
