Checking Network Connections

I have gotten that message a couple of times in the past few days when attempting to connect to my dialup, just before getting disconnected. Since I do not have any kind of network, I assume that means theirs. Going to a different telephone number than the one designated for my area works as usual. I have never seen anything like this before, so it has me wondering what is going on?
