Would Appreciate Your Help re GTX 260

Hi there
About to purchase a GTX 260 but I'm wondering if you guys could explain to be in simple terms the power saving feature of the GTX series.

From my reading it seems the card powers down when in 2D/Desktop mode. Is this done via the drivers ??
I have read issues re the fan running at various speeds. Is there anything I should be aware of in that respect ?
Lastly, what is the issue re 2D/3D that some people have been having. I read of some guy who claimed his card was stuck in 2D mode when exiting to desktop and then loading a game.

It happened to me once yesterday, and I can't reproduce it. I was overclocking and monitoring in rivatuner and when I ran the Medusa demo I got major artifacts.

So I backed the clocks down but when I ran it again, it only would run in 2d mode. 2d clocks are 300/100/100.

I played a few games running the EVGA Precision software and watched my speeds on the LCD G15 screen and I can confirm that the card will slow down when it's not doing heavy graphics, but so far mine have had no problem ramping it up when it's time to do 3D.
