Is there really that much of a difference in CPU cycles? I mean the new X-Fi is PCI-E x1. Is there any good reason to upgrade?

Nup, apart from DDL on the newer X-FI PCI-E cards, no reason at all really.

its the same **** that was in the blue card last year just a plastic cover on top of it and a 100 dollar price tag.

There wasn't a real difference when sound cards moved from ISA to PCI, other than allowing for faster access to onboard RAM. It's just helping to accommodate the shift from one port to the other. When sound cards, modems, and such moved from ISA to PCI, mobo manufacturers were able to stop making mobos with AGP/PCI/ISA slots. Now we're moving to only having PCI-E (x16 and x1) slots, so it makes sense to take the hardware off the PCI slot.
