Well, the wind will mostly likely be at room temperature when it enters the turbine, which should average out to about 80 degrees Fahrenheit, or 27 degrees Celcius

Shouldn't matter what temperature the air is entering the HSF, it should be capable of keeping the card cool unless you're holding a heat gun to it. The fact that there are so many overheating 280's is certainly concerning and signals a total lack of quality control with Nvidia and/or it's partners. Either way, this round of cards from Nvidia is a very risky purchase.

perhaps people just have cases which dont circulate air very well?

With an estimated 40-60% failure rate, I don't think that's it.

My Gtx 280 HAS NEVER passed 88C.

Fan Has never seen 100% even during Very High setting Crytek.

But the actual card feels very Hot.

If it reached 88C then it has gone to 100% Fan duty cycle. The fan goes to 100% if the card exceeds 85C... Just pointing it out...

That's normal for that card under load.
