What is this slider doing and how should I use it?

The slider basically controls the level of texture filtering. High Performance enables low quality texture filtering and provides the fastest performance. The Quality setting enables high quality texture filtering and provides the slowest performance. The Performance setting is a compromise between the High Performance and Quality setting.

The High Performance and Performance modes are adaptive techniques as both settings determine the textures that need to be filtered based on a filtering algorithm. Here are a few examples from the NV35 and 44.03 Detonator drivers with 8X anisotropic filtering enabled.

Depends on what card you have. All GeForceFX cards perform as MikeC explained above. I don't know if the newest drivers do the same thing with older cards like GeForce1-GeForce4, I haven't used 43.51 or 44.03 yet.
