Can XP be installed to a USB thumb drive and run from it?

Yes. You won't get much of a lifespan out of it, though, and it will be slow as hell. Also, moving from hardware configuration to hardware configuration will be...erm...fun. Plus, its a pain in the ass to set up. I've gotten it close once, but just didn't feel like the rewards were going to be worth the investment in time I'd have to make.

A BartPE CD in conjunction with USB storage would be a more useful combination.

Whys it run slow? Is it because it's USB?

Too many reads and writes to a media that just can't handle it. Try copying two files to a USB thumb drive at the same time.
