ok so i recently got a notebook from dell i was planing to play startegy games on it on it because there are not many options for my PS3 and i grew up with a pc...
however i went out and got Dawn of War that game ran amazing but once i headed toward Company of heros and World in Conflict the benchmarks are bretty low 21 fps (high Setting) on Company of heros (which gives you an Avg. Score), and like 15 Avg. on World in Conflict in medium setting...
so here are my specs maybe someone can help me;
- Dell Latitude D830
- 15.4 WSXGA screen
- Windoes XP Pro' 32 bit
- Intel Core 2 Duo CPU T8300 @ 2.4 GHZ
- 2 x 2gig = 4 gig of Ram 667 Mhz( but only 3.5 are being used since OS is 32 Bit)
- Ge Force NVS Quadro 140m 256mb Dedicated, 256 Shared (Approx. total Memory 512mb)
- 120 gig hard drive 7200 Rpm.

You just answered your own question. Not only are Quadro cards not meant for gaming in general, the 140m is one of the weaklings in that lineup. It only has a 64-bit memory interface, so any reasonably modern game will cause the card to struggle mightily.

So is there any way to upgrade the Graphics Card card in a notebook??? and in the end of the day will i be able to run Diablo 3 and starcraft 2???

It's not just the graphics memory, it's all of the graphics card that isn't worth anything for gaming. It's not very likely you will be able to upgrade your graphics card because of the design limitations in a laptop. They usually have custom coolers and aren't user replaceable. In short, I definitely wouldn't expect either of those games to run on your laptop.

but other then the graphics card i should be ok???
meaning if i return the laptop and get a better card would i be ok?
and if so what card would you suggest???

The rest of the laptop specs are fine. The problem is if you want to play games on it then you won't be able to get a latitude because you can't get a decent graphics card choice. You'll have to decide if you want a laptop for work that can play a couple of games or a gaming laptop you can use for work.

You'd have to get an XPS with the 256MB 8600M GT card in it. That is currently the fastest card they have. They also have slightly better options by getting an alienware with a 8700M GT 512MB, but that laptop doesn't look professional.
If you're up for options gateway seems to be ahead of the curve.
You can get a P-7811 FX Edition which carries a lot of hardware.

The biggest issue with that laptop is that it is big and heavy at 9.2lbs, so if you playing on carrying your laptop around all day it might not work very well.
