Display Problem

I have an annoying problem with my computer display. When I drag a window sideways, the screen becomes choppy i.e the edges of the window become staggered. The screen becomes banded when I scroll through a document as well. I get it as well when I run videos or play a game that pans from side to side.
I have reseated my graphics card & tried different monitors, cables, drivers & refresh rates & the problem is still there. The only constant factor is the graphics card. Do you reckon it is faulty??

I think there is an option in win XP that says - enable smoothing when dragging or something like that. I have a win2k machine here but I know that XP has many tweak options when it comes to the viewing options. You can adjust details and shadows, etc. As i mentioned i am on 2k now so I cant really guide u step by step now. I will have xp on wednesday here. PM me then and i will try to help u.

No, many people would like you to belive that anytime a problem with a game or something another comes up that the reason is

1) Dude, your card is messed up RMA it!
2) Dude, you installed your card wrong!

but thats not the case.

When dragging windows i get the same thing on the edges, and i seen other posts on it, not sure what causes it but it dosent really bother me at all.
