Yeah, it's kind of hard to say that ATI was really intending to outright cheat when they haven't really done anything that actually reduces the workload of the hardware.

They certainly did intend to obtain higher results, but seemed careful not to do it in a manner that altered the quality of the output or reduced the workload of the card.

But of course some people have different opinions on this and some think if you're going to do cheat you should do it "properly" like Nvidia did.
