"Budget PSU" is not usually a great idea, so I hope it works out.

Planning E8400 + corsair 4gig xms ram , 9800 GTX Couple of 500 sata drives Vista 64

22" Screen probs a Samsung , and anything else I can think of, buts that the basic setup, Oh and decent cooler.
