Yes, a lot of manufacturers do that now. My first PSU I bought didn't, and I sleeved that myself. It's a lot of hassle and much better to just get one that is already sleeved.

One more thing you can always do is get custom length cables for that little extra clean. They are pricey, but you can get a 6" sata cable from that same place which saves a lot of wire to try to hide.

by ribbons you mean those old rreally thick cables for the hard drive?

Probably. You sleeve the wires, then use the zip ties to hold the sleeving in place. Then the heatshrink goes overtop of all of that. Use a lighter or a hair dryer to shrink it over the ends. Makes everything look more professional.
