EDIT: Some They just added some release highlights
New in Release 190.38
Adds support for OpenGL 3.1
Adds support for CUDA 2.3 for improved performance in GPU Computing applications. See CUDA Zone for more details.
Adds a new user-controlled power management setting for GeForce 9-series and later graphics cards. This option allows users to set a performance level for each DirectX or OpenGL application.
Includes several new control panel features and numerous bug fixes. More information can be found in the release documentation.
Users without US English operating systems can select their language and download the International driver here.
Some release note info:
What’s New in Release 190
The section summarizes the following driver changes in Release 190:

Display Settings Pages
• The following pages have been revised to include TV settings controls:
• Adjust Desktop Color Settings
Now includes controls to adjust TV color settings.
• Change Resolution
Now includes controls to adjust TV and HDTV signal formats and resolution.
• Adjust Desktop Size and Position
Now includes controls to adjust the TV screen size and position, and to resize the
HDTV desktop.
• The following pages and links now appear in the Display category:
• HDCP Status page
• Digital Audio page
• After resizing the HDTV desktop, the new resolution created is now added
to the list of available resolutions for that display, and also added to the
resolution list within the game or application.

• Adjust screen size and position page (see Display‐>Adust Desktop Size and
Position)
• Resize HDTV desktop page (see Display‐>Adjust Desktop Size and Position)
• HDCP Status page
• Digital Audio page
3D Settings Pages
• Preferred Refesh Rate lets you override the refresh rate limitations
imposed by the 3D application for the indicated monitor.
• Power Management mode
Many NVIDIA graphics cards support multiple performance levels so that the PC
can save power when full graphics performance is not required. To provide more
control over these power management capabilities, NVIDIA has added the Power
Management Mode control. The control consists of two settings–Adaptive and Prefer
Maximum Performance.
Adaptive: This is the default setting in which the graphics card monitors GPU
usage and seamlessly switches between modes based on the performance demands
of the application. This allows the GPU to always use the minimum amount of
power required to run a given application, and can allow even older 3D games to
run in lower power modes if the game does not require full 3D performance.
NVIDIA recommends this setting for best overall balance of power and
performance.
Prefer Maximum Performance: This setting lets you maintain the card at its
maximum performance level when 3D applications are running regardless of GPU
usage. This option can be set Globally (for all 3D applications), or an application
profile can be created under Program Settings to set the preference for a particular
3D application.
This feature is supported only on select GeForce 9 Series and later GPUs and applies
only to DirectX and OpenGL‐based applications.

Display Driver Updates
• Added support for hardware overlays on both Clone mode displays.
Previously, the driver supported only one hardware overlay, so only one Clone
mode display could present the video overlay.
CUDA Updates
• Added support for 64‐bit video encoding.
• Added support to make all GPUs within an SLI group available for CUDA
applications to use.
OpenGL Updates
• Added support for OpenGL 3.1
What’s New in Version 190.38
• This driver version includes support for NVIDIA PhysX acceleration on all
GeForce 8‐series, 9‐series and 200‐series GPUs with a minimum of 256MB
dedicated graphics memory (this driver package installs NVIDIA PhysX
System Software v9.09.0428).

CUDA Updates
• Added support for 64‐bit video encoding.
• Added support to make all GPUs within an SLI group available for CUDA
Hmm, kind of curious about these changes... Maybe you can finally leave your GPUs in SLI mode and run folding on both cards.

They have only been out for a few hours. You'll have to wait for someone to actually install them first. ;)

I have them installed, but its a no go yet on keeping SLI enabled and using F@H. Everything seems like it's working correctly, but I just can't run 2 instances of F@H on the same group.

failing on what system, and failing why? did you uninstall the old driver? don't use driver cleaners, they often can break stuff.

On my desktop, It just thinks after asking me if im sure I want to install the drivers and it just sits there finally going to a screen telling me nothing has changed on my system. I did a normal uninstall of the old drivers. Never use Driver Cleaners...

What?

:rofl
They're still screwed up with CRT's in Win7, just like all the drivers after 182.50. They always run the CRT at what they consider it's "preferred" resolution, and just scale other selected desktop resolutions to match that. It looks terrible and popping up the OSD (On Screen Display) for the monitor will show it's stuck at the "preferred" resolution.
With some drivers I've seen a lower selected resolution put in the middle of the display instead of it being scaled. Obviously nobody at Microsoft or nVidia is testing these drivers at anything other than "preferred" resolution, typically 1600x1200 with CRT's, if they're testing with CRT's at all.

Whats a CRT?
LOL I was just going to put that response in you beat me :captnkill:
I have a CRT sitting next to me maybe I'll test it out when I install these tomorrow. It could be an issue specific to the CRT model being used or it could be specific to the Windows 7 build being used. I'll be installing the latest unconfirmed RTM of Windows 7 tomorrow morning.
Whats a CRT?
I still love my Mitsubishi 22" CRT :)

Only tested in WoW but these have hammered the framerate - dropping to 20fps frequently and seemingly randomly :thumbdwn:
But, on the plus side, the black screen on windows login I suffered with the 190.15's is gone...
CoD:MW and CoD:WaW seem fine...

Hmm, do you have the scaling options?
http://i32.tinypic.com/2u5dxte.jpg
There might be a way to set those through riva tuner or by editing an file... I'm guessing it detects it as a CRT and you don't get those options. If you did have an LCD it might be worth trying to connect that to your pc and changing the scaling, then plugging your CRT back in.
i never get that option to scale due i own a none Monitor , so only scaling is down to Screen .

The scaling option isn't available with CRT monitors, but that looks interesting. Clearly it's defaulting to the first option rather than the third option.
Update: I connected my old Dell 2001FP display and did get the scaling options. The third one was selected by default, and trying to change to any of the others didn't stick after changing and "applying". I'd think the third option would be the right one for CRT's anyway.
I've put in a bug report with nvidia, but not holding my breath about them fixing it anytime soon.
