Brief synopsis of situation is that my girlfriend has two kids, both are serious problem children but the oldest is trying.
The youngest on the other hand (age 11) has been a serious pain in the ass.
He has has behavioral issues from the beginning, was baker acted years ago already and can not attend regular school due to learning and behavioral issues.
We tried homeschooling and that was a nightmare so this year we went another route and using an online set up put together by the state.
There is much much more to it but it is not really relevant to this...

The bottom line is that he can not be trusted, no matter how much he is punished and the fact that he is always caught he just does not care so I need to be able to lock the laptop that I gave them down so that he is able to do his schoolwork and access a few other sites that help with that but nothing else.
Something where I can track what he tries to do would be great too.
I know that Windows has parental controls, but it is rather easy to get around.
Running Vista 64 ultimate.

A free option is preferable.

installed this personally on quite a few PCs, highly recommended and of course free.

needs a password to uninstall, and if you temper with it in anyway it totally cuts off the internet

k9 also keeps logs and it can send out email with stats where he tried to go.
