Can't download exe files

Never had this problem before, but about an hour or two I was trying to download a program but I couldn't, I kept getting a security message. I switched to IE but I get a similar message. I have beening googling around to try to fix it but so far things I tried didn't help. Can anyone help me fix this?

You probably set an option somewhere that forbids running unsigned code. Or rather, code whose author didn't put their digital signature on it.
