is there software ou there that runs on winxp startup and can detect if the tv out it pluged in and the monitor isnt, then it will automaticaly display the video to the tv?

NVIDIA drivers used to do it. I haven't heard that they don't do that.

Older ATI drivers also used to do it. I believe Cat3.4 and earlier.

That software appears to be in the BIOS of my GeForce cards with video output.

I've confirmed this behavior booting to TV without VGA connected on GeForce DDR, GF2, GF3, GF4 and GFFX. Only my VIVO cards fail to boot properly to TV when <TV and no VGA> are connected.
