First, there is no GeForce4 FX 5200, you rather own a GeForce FX 5200. As regards FPS, you have to keep in mind that it's not a very fast card, so to speak. Therefore, you won't get amazing frame rates in high-resolutions. Well, now I would suggest you to get the latest detonators, latest win98 updates, install DirectX 9.0b. It could help you a get a little performance bump...
Anyway, if I were you, I'd rather go for another video card. A Geforce4 Ti4200 is rather cheap nowadays and would outperform your current FX by a great margin in games such as Medal of Honor. The rest of your config looks rather fine to me.

edit : Oh, I gave your post a second read and saw you updated your drivers already, so just don't take my first paragraph into account...

Useing a FX5200 and you just have a 1.3 Athlon processor your framerate will not be that high,so you could lower your resolution and make sure AA and ansio is off and that should make it faster.

MOHAA runs at freakin 90fps on my system with 6x FSAA and 16x AF. This game shouldn't be doing only 30fps average on his system. I remember when I bought a used GF3 ti200 for my old PIII system, 98SE decided that it didn't want the card to run in anything but PCI mode, even though my board supported AGP 2x. I installed XP and everything was fine. Perhaps you are having the same problem? Go to the display properties > settings tab > advanced > nvidia geforce fx 5200 tab, and it should show the AGP mode.

Out of curiousity, how much did you pay for the card, and is it one of the 64MB models?

Using a 1.3 Duron XP/Ti4200 ASUS Branded(32.20)/1.5GB Ram/Win 2000...

pegged at 60-90 at 1024x768 no FSAA.

hmm...why win98SE with 512MB ram? most isnt used really.. :=

Yup, you don't gain much of a performance boost in win9x beyond 128Mb. If EA said it was your onboard sound system that slowed down the game, maybe you should turn off hardware accelerated 3d sound in the game's configuration menus. Lower the res and textures quality may also help you getting some more FPS like john19055 said...

Well, maybe he was misinformed. The 5200's box doesn't read "low FPS in High-res".
