I highly recommend Animation Shop from JASC Software. (http://www.jasc.com/products/animationshop/)
It also comes with JASC Paint Shop Pro if you have that by any chance. Animation Shop lets you resize the entire animated GIF in one step...along with the various resizing options (such as smart size, bicubic, pixel, etc).
If the animated GIF you want to resize has just a few frames then (and this is just a one time thing you need to do) then you could just manually resize each frame and then rebuild the anmiated GIF from those.
HTH!
Do it online (http://www.gifworks.com/)

Cut down your pallete size, that's the best place to start.

I did reduce the pallete as well. I am just going to have to find a different animation :)
I guess you've probably tweaked around with the delay time between frames, etc as well. If you don't mind sending me (maxpower@nvnews.net) the GIF I'd be curious to take a look at it and see if I can get it under 20k...sounds like a fun challenge. :)

I didn't use this much, but I guess it should be good enough: Ulead GIF Animator.
