Im about to flash my 9700 but do i need to restart and exit out of windows when i do it or is it safe to do with the windows os running.

Why are you flashing your video card BIOS? Unless you are having problems, this is unnecessary.

If you absolutely must, you have to do it from a DOS prompt. ********* has the tools available for download.

im flasing my card so with pro bios so i can unlock my card

You need to reboot and then chose "floppy" as your first boot device-you will need a bootable floppy with the bios and flash utility, then you will need to type a prompt to backup your original bios, once it has backed up you will then need to type the prompt to flash to the new bios that is on the bootable floppy (check the rage3d.com tweakers forums for the exact prompts, i'm too lazy).

If your card is a sapphire 9700nonp with the 2.8s then you're golden.
