I have an fx5200 and it doesn't have a fan , When touched it burns the fingers
Wonder if there is any utility to decrease clock of the LeeForce ?

Forceware drivers do that if you enable coolbits. Also, check into a good after-market fan, and you should not have any problem with the 5200's heat.

If the heatsink is hot to the touch, that means it's making good contact with the core and is therefore doing its job. But you might want to consider a third-party cooler. There are plenty available that fit the FX line.
