Data Recovery Utility

Anyone know of a good (freeware? dare I ask!?!) data recovery utility that will work with ntfs volumes? I'm real new to that game, and I've got a bud asking me to help him recover .pst files from a botched Win XP system. I more or less cringed when he told me he already reformatted and reinstalled the OS. I've heard there's stuff that can help with this sort of problem, but the only services I've heard of are professional where you send your machine away and spend major $$$ for some guy to pour through it. Any suggesstions are greatly appreciated.
