Well, you can have a look at PCStats Assembling your own PC guide (http://www.pcstats.com/articleview.cfm?articleID=1444)

In the guide, there's a link to their shopping list (http://www.pcstats.com/ShoppingList.cfm)
The budget system should fit your budget

Edit:
Ah, now I see that you want an Athlon 64 system...

made a quick list from http://www.eclipsecomputers.com

Galaxy II Silver ATX Case -420W PSU Window USB2 Audio Ports
Gigabyte K8VT800 Socket 754 (Athlon64) Motherboard LAN SATA
AMD K8 Athlon64 3200 Socket 754 64bit Processor -Retail Box-
Corsair 512Mb PC3200 DDR400 Memory Module x2
Seagate Barracuda 160Gb 72rpm S-ATA 150 IDE Hard Drive
Total Inc. £567.17

Thats without graphics card i was wondering if a
Seagate Cheetah 36Gb 15,000rpm 80Pin U320 SCSI Hard Drive would be better they do it in the 80pin and 68pin no idea what one i would need, would this hardrive make a big diffrence?

I'd suggest one of theese mobos:
EPoX EP-8KDA3+ (http://www.neoseeker.com/Hardware/Products/epox_EP8KDA3plus/)
Abit KV8 Pro (http://www.neoseeker.com/Hardware/Products/abit_KV8pro/)

Although, I've no experiences of any of the mobos they seem interesting, and I've ordered an Abit KV8 Pro mobo to my next upgrade...

As for the ScSI HD, you need to have a SCSI controller, either on the mobo or a separate SCSI controller card, or you won't be able to use it.
If you want a fast HD, buy 1 or 2 Western Digital 74 Gb Raptor HD.
