Do any Nvidia (geforce fx 5200) cards double as a video capture card?
i.e Can I plug a camera into the card for taking stills and motion capture?

Only if the card itself supports VIVO (video-in, video-out). And even then, the functionality will be pretty basic. For something like motion capture, you would be better off purchasing a dedicated capture card.

the geforce fx 5200 has a video out on the card. I tried running the camera through that but I figured it to be for a TV monitor display.

A video card is no different than a VCR. The card has to have an input to be able to receive a signal from the device you're trying to connect. Every single GeForce and Radeon card I know of has TV out, but not all of them have input capability.

And yet, the output on the card is designed to go to a TV.

OK, before we get into any complicated explanations here, could you please be more specific as to exactly what you're looking to do? What types of devices are you using for what purpose, and how do they relate to your computer/video card?
