I am looking for a free emoticon program. I have some ideas for smilies and wanted to salp some together. If any one could point me in the right direction I would be greatful. If not then I will have to break down and actually do the hard workd of Googling for one. :D

Just use any paint program really. If you want to animate then you'll need something like JASC's Animation Shop Pro (that's just what I use)..there are tons of them out there some of which are free I'm sure.

I think Paintshop Pro can create animated GIF's
