So, anyone notice the little mistake made by the Iowa state legislature earlier
this month?
The legislature finally passed a tax incentive for wind energy, 1 cent per kwh
produced and sold to a customer, with a limit based on the capacity of the wind
turbine.
Turns out that there was an error in the bill that was missed. The credit
multiplies the maximum generation based on the turbine by 1 cent by the number
of hours in a year. They forgot to include the maximum number of hours in a
year, so the cap on the credit is now equal to exactly $3.20 per megawatt
capacity instead of a cap of $28,032.
A company out of CT had been waiting two years to build a $300 million project
near Iowa Falls and threatened to move the project out of state if the credit
did not pass, and now apparently will move it after the error. Another $200
million wind energy project also near Cedar Falls is not going to be built this
year now. A $323 million wind energy project by MidAmerican will now ride on a
federal tax break after about 4 years of lobbying to get them to build it. In
all, about $1 billion in wind farm investment slated to take place this year
has been pushed back.
All because someone made a typo.

This truly sucks. Can't the Iowa legislature simply pass a small
bill fixing the typo?

Not at this point. The bill was passed on the last day of the legislative
session as part of the omnibus spending bill. There is no way they are going
to reopen that bill. It will have to wait until next year.
