Need to post system specs, components, and what model video card. You can make sure sure that DX9 is installed by going to start, run, type dxdiag.

Install these drivers (http://www.station-drivers.com/telechargement/nvidia/61.36%202kxp%20whql.exe). Download, extract to a folder, and double click setup.exe to install. It will ask you to reboot, do so.

Have you installed all the windows updates? Also, I noticed a load of icons in your system tray, you might want to remove most of those, as that will eat up resources. If you have all the windows updates, then just download the newest driver set for your card at www.nvidia.com. Other than that, got me. What games are you trying to play? Also, list your computer specs...i.e. cpu, motherboard, memory, video card, etc. Goodl luck!

Friend of mine had this happen. Turned out he didnt install his motherboard driver. Make sure you have the latest VIA 4 in 1 or SIS chipset drivers installed as well ;)
