hmmm... what fsb is it set at in the bios? Its probably set incorrectly. Make sure it is at 200 (400fsb)

Well it was set at 100... it said the max was 132 for some reason. I went to 132 saved and now the PC won't boot.

132??? What motherboard do you have? It should go up to 200.. since that chip is a 400fsb chip

Soyo KT600 Plus or something. It is supposed to support the XP 3200 so I don't see what the problem is. I would just like to get my PC back running again... then worry about it running at stock speeds later.

What could be the problem preventing my other PC from booting right now?

There should be a jumper on the board to clear the CMOS. Do that and your system should boot. Try to get into Windows if you can and download the latest motherboard BIOS. Follow the instructions to flash it, reset the CMOS again, reboot and now see if you can adjust those settings.

What would the jumper look like?

If you have the owner's manual handy it would be in there. Otherwise, go to Soyo's web site, find your particular model and they should have the manual available for download. Every board maker puts theirs in a different spot.

Fixed. Thanks for the help guys. As for it not going to 200 it turns out I didn't do the dipswitches correctly... it has been corrected and the proc is now running at stock speeds. And I must say... playing FarCry at 1600x1200 with everything on without a loss in frames = best thing ever :).
