Like the topic says, is there any way to force triple buffering in D3D?

No there is not. The game has to pretty much set up and initializes the resources necessary for a third buffer. In OpenGL, the driver controls this so you can force it on with ATi cards and supposedly on nVidia cards as well (having a problem getting it to work on my 6800GT at the moment, but I digress). It is pretty much an API issue.
