Does upping the voltage help stable the card or maybe make it overclock more?
I have 4 settings in my bios, 1.5,1.6,1.7 and 1.8

Generally, AGP volts should be left at its norm of 1.5v unless you are overclocking your mobo's AGP FSB higher than 66MHz ?

However some people have posted that setting it to 1.6v has helped with graphics card stability issues ??

Either way, you shouldn't cause any harm by increasing it !

Check what AGP voltage appears in the bios temps/voltage monitor

Sometimes the power supply doesn't deliver the 1.5v, so you actually have to set the voltage to 1.6 in order to have a stable system.

Then again using a better PS is a better solution.
