Okay, I have apache on downloaded on my comp and all. I'm just messing around with stuff trying to learn, my question is, should I install it on this computer? or will it mess something up if I do? Can I remove it? and how much will it degrade system performance?

Depends if you leave it on all the time... to all of those questions. :p

I installed it without a problem. You can always disable the service when you are not using it. It can also be installed as an app which you have to physically run from the start menu. It can be installed in a development mode which makes it only accessible from the localhost 127.0.0.1 address.

It shouldnt mess anything up. Its pretty self contained. Removing will be easy as pie so dont be scared to set it up and start playing.
As far as resources go it should not degrade performance one bit. It will take up a few slots in your process table but they will all be sleeping as they block on the accept call for the socket.
