How to monitor and adjust fan speed on 6800GT?

I have a PNY 6800GT. I am playing around with the stock cooler and an NC Silencer 5, and I am wondering if there is a utlity to see the fan speed, or control it? I know that certain vendors have these apps for their cards, but is there a generic one or one that works with the PNY card?
