If you go under poweruser tab, there is an option under nvidia overclocking that says "enable perf level forcing" put a "1" to enable, so I did, but what is the purpose of this? I don't think I noticed an increase in anything....

Set it and then look in the driver overclocking panel in Rivatuner.
It lets you force the 2d/3d clock to always be one or the other.

What do you mean? I have my 2d clock @ stock speed, and my 3d clock @ 440/1.21

It forces 2d or 3d clocks on all the time.
Right click the dropdown box in rivatuner (in driver overclocking page) and it will explain more.
