Well, there are several ways. You can use a 3rd party program, there are several out there (Partition Magic is really good) or you can use windows xp's built in tool. There's probably more ways to do this but this is how I would do it. Oh, and it might only work if you have XP Pro, I'm not sure if Home has this feature.

1. Start > Control Panel > Administrative Tools > Computer Management
2. On the left under the storage item, pick disk management
3. It will then show all your hard drives on the right with all of their partitions and empty space (if there is any)
4. Just right click on the partition you want to remove and pick delete partition.
5. Do this for all of the partitions on the drive
6. Then right click on the drive and click New Partition.
7. You will have to format it to make it work.

Oh, and this will only work if you are redoing the WHOLE hard drive. If you want to just delete a partition and expand another (say one with data on it that you don't want to lose) you will have to use a different program (I recommend Partition Magic. There are others out there, just google search for them.

EDIT: I see Clay beat me to it :)
