Should I be able to clone with these two cards?

Primary video card is AGP with nVidia GeForce4 MX440; second card, for second monitor, is in a PCI slot and has a GeForce2 MX400 chip. With these cards, shouldn't I be able to clone my primary desktop display on the second monitor? I have nVidia's nView Desktop Manager software installed.

Sorry, nView cloning mode is not possible with two different GPUs. nView cloning mode operates only for two displays driven by the same video card.

That is not correct. I used Nview with an FX5900XT AGP and a GF2MX 64DDR PCI with no problems at all.
