because of some clerical error, Toyota did not get their competition license and Superlicense registered with the FIA until after the San Marino GP, and one of the penalties could be to lose all of their points gained in the first four races (29). that would totally destroy whatever gains they have made this season, and really piss off Toyota, which has been unsatisfied with the team and has been rumoured to be thinking about leaving the sport.
so, F1 is faced yet again with another controversy, but it is not necessarily cheating like what BAR did, since i doubt the team would deliberately sabotage their season in such a silly and needless way. i wonder how the FIA will respond?
