According to nma-fallout.com:
Bethesda developer MrSmileyFaceDude had this to say on the RPGCodex in comment of the released teaser poster:
It's a teaser poster. We aren't showing anything publicly; just confirming that it's in production.

I know this will be considered blasphemy, but I seriously hope they at least include an OPTION for real time combat. I absolutely hated the turn based combat in the first Fallout. The atmosphere and basic gameplay were fantastic, but I dreaded having to fight more than one enemy because it was so irritating.
Im 2 feet away with a semi-auto handgun. I shoot once and miss. Now, the 6 rats that are in the room are free to maul me because I already had my turn :|

the turn based concept is why I never played any of the fallout games

You are like the only one that wishes real time to be in Fallout.

Oh really? :p
EDIT: Just wondering, but someone name me the last turn based RPG (or even RTS) that made any money. I know it works for people that like turn based games, but most people dont these days. The only reason its preferred for games like this is because thats how they used to be and people expect the same old gameplay from sequels.

Make it two. ;)
Also just to tell you guys the real time Fallout's failed, Fallout Tactics, and the Brotherhood of Steel crap.
Wasn't Fallout like RPG of the year in 97?
Make it two. ;)
UFO Aftermath - not mentioning the entire UFO series.
Besides, you could play in real time in all the Fallout games if you wanted to. But they were designed, and thus better, to be turn based :D
Fallout should not be realtime. Making it turn based introduces strategy to the combat that would otherwise just be a reflex shooter.
Fallout in realtime? Infidels! I always liked Fallout 1 & 2. The most important factor was the plot and the facinating world. The second most important thing was the fact it was turn based like a real RPG should be. (Talking of which Fallout is/was based on GURPS (http://en.wikipedia.org/wiki/GURPS).) Yup, having an option for realtime doesn't hurt as long as it doesn't affect turn-based game. As mentioned before Fallout Tactics has an option for realtime -- it never worked out for me.
Anyway, this is great news! I just wish Fallout won't go the usual way: have fancy first person graphics and environment in great detail. Usually when games go that way they lose everything else from the plot to the world size. Metroid doesn't feel right in 3D, Monkey Island really REALLY doesn't feel right in 3D, Nethack doesn't feel right with tile-graphics. I just hope they won't spoil Fallout... Nevertheless, I can't wait to get hold of it.
Here's a little did-you-know:
These guys (http://www.singers.com/jazz/vintage/inkspots.html) sang the theme tune to Fallout :)
"The Ink Spots" lol... somehow I don't think a black vocal group would get away a name like that these days.
