Scroll towards the bottom, it's under the Multimeia header.

And no, I don't have it enabled. It's annoying.

Dunno. I use Opera or Deer Park (Firefox).

It isnt enabled, IE 6.0 with sp2.

Go to tools->internet options->advanced->multimedia find the option mentioned, click on the question mark and then click on the box you want to know about. It said something about placing a bounding box where the graphics will go while it's being drawn. I have it off and as far as I know, have never used the option.
