Update on Key Provisions of the Disengagement Plan
Israel plans to begin withdrawal from the Gaza Strip (21 settlements) and
from four settlements in northern Samaria beginning between August 15 and
17. The withdrawal will include civilian and military presence and is
expected to take about a month.
The Knesset has passed legislation regarding relocation and compensation for
settlers. Although plans are not final, it seems that replacement housing
will be built on the seacoast north of Gaza in the area of Ashkelon.
Relocated residents are also encouraged to relocate in areas of the Negev.
The Israeli government's position, endorsed by the Bush and Clinton
administrations, is that Israel will maintain control of areas of the West
Bank that include cities, town and villages, security areas and
installation. An estimated 80% of the settlements in the West Bank are, in
effect, suburbs of major Israeli cities such as Jerusalem and Tel Aviv and
are essential to ensure security.
Israel will assist, together with the international community, in improving
the transportation infrastructure in the West Bank in order to facilitate
Palestinian mobility and economic activity in the West Bank and will work to
reduce the number of checkpoints throughout the area. Israel agrees to
coordinate assistance and training for the Palestinian security forces by
American, British, Egyptian, Jordanian, or other experts in an effort to
combat terrorism and maintain public order.
Israel plans to transfer industrial, commercial, and agricultural facilities
to an international party that will put them to use for the benefit of the
Palestinian population. The infrastructure for water, electricity, sewage,
and telecommunications will remain in place. At the request of the PA
leadership, Israel will demolish the homes evacuated by settlers so that
more appropriate multi- family housing can be built for Gaza residents.
It is my personal hope for a good showing by the settlers as they depart, as some are somewhat extreme in their views and beliefs wrt their rights to remain.
