my brother is facing this problem with his AGP card, when we insert the vga cable in cards vga port it gives tinted bluish colors but with dvi and tv-out port the colors come just fine, whats cauing the problem? and the can Cards VGA port be changed?kindly help

Is one of the pins bent on the cable? The DVI to VGA adapter maybe overcoming the bent pin. Also make sure the VGA connector itself isn't loose and that the pins the the monitor's VGA connector screw into are firmly screwed into the connector.
Any mods to the card?

Seems you're missing the red or green parts of the signal from the VGA port. This can be caused by a bad monitor, bad cabling, a pad connector, or a bad DAC in the GPU chip.
If your monitor and cable are fine with other VGA connections, then you have narrowed down your probelm to the connector or DAC on the video card.

the monitor is fine, checked on other Pc, and other monitors have been also checked on this Pc...problem lies with the Vga port it self, i wonder if the prot can be changed? or the GPU is damaged permanently?:(
and the pins are not bent, firmly screwd, also no mods have been done...card was well taken care of
