Leadtek cards have same cooler like the xfx one you have shown, but they dont have that wire hanging.
Same with other 5950's. None of them have the wire hanging. BFG 5950 have the same cooler like the one on PNY card. but no wire there.

I think its related to the dual fan thingy.
