Yes, the photo itself has had the background colored and possibly the skin blurred/smoothed a little bit. Looks like maybe on her legs the most. Cool effect with the color in the background, pretty easy to do with Photoshop. Look between her ankles and you will see the normal "blue" color of the original background. And there is a "line" around her that isn't blurred/colored. Still, that is my kind of woman!!!!
