Photo editing???

Does anyone know of software or how to change a pictuer like pic #1 into a clean crisp picture like pic #2? (If there is any way to do it?) How can i get the first picture to become less blurry and more sharp and clean like pic. #2? Is there any software out that can do this. I already have PAINT.NET but i cant do it. Maybe im just not doing it right... idk. Can someone help please.
(The first one is a screen shot of a movie) (I dont know if its possible to do it, but im gonna ask to see if it is.)

If you have a real photo editing program like photoshop, you can mess around with the sharpening tools, (if CS2, Smart sharpen has a whole bunch more options). That pic could do with some noise removal as well. That would improve the picture immensely

But...there is no way you will get the 1st to look as sharp and clean as #2, unless you redraw it(which would take more skill than I have).

That is a nice pic of the mazda though...

Edit: Ok, I just tried fixing # 1, and it is beyond salvation. There are too many JPG artifacts. If you took the capture, try saving it as a lossless file format such as PNG.
