Run MSCONFIG and go to the STARTUP tab. Try to guess out what's being run there.

Most winXP tweak sites have solutions on how to remove this feature. I know for sure tho that you dont do it with msconfig.

You type gpedit.msc in your run box, and it's in there somewhere, just be careful what you change, that's a very powerful tool!

no that's disk quotas, like for a network @ work where you limit each user to a certain amount of drive space on a server...lemme see if I can find it...
