Windows XP and ports!

Hello i was wondering, is there anyway i could make windows to send all the ports through on port (i mean, tunnel it through a port..)

so say i got a application that uses port 1700 i want windows to send it through port 80, (but the internal port be 1700)!

I've used tor and privoxy. Those may be spelled wrong. There are quite a few guides out there that are fairly easy to follow even for a newb so give it a try.
