will a PCI-Express 8x SCSI-3 RAID controller be backwards compatible with a PCI Express 1x slot?

no, plain and simple you can however put an 8x scsi card in a 16x slot but not the other way around... i have a scsi 8x card in my 16 slot..

It may not be as impossible as you think. Back when SLI was first announced, there was a MSI motherboard reviewer who got SLI to work with one card as 8-lane in the 16-lane slot plus the second card as an 8-lane graphics card in a physical 4-lane PCI Express slot. Wish I saved the link.

it's not impossible. pci-e should be fully compatible up and down. but you need an *open* slot to do so. the reason people say you can put a x8 card into a x16 slot is because it fits; the reason people say it's impossible to put a x8 into a x1 is because x8 is too big for a closed x1. there shouldn't be any inherent electronic hurdles.

open as in unused or are you referring to another characteristic of the slot? perhaps the plastic connector part?

I think your question was thoroughly answered over at the *other* forum;)
yes, the plastic connector at the end determines if it's closed or open (it's no there).
